How to get from dirty blonde to light blonde...?

Ok my hair right now is like a dirty blonde, And i really want to make it lighter, My mom won't let me get highlights, But she said i could dye it? but im scared it will turn orange for something... So can someone tell me how to do it right and which brand is the best? thnx(:
