How to lighten hair dye/color?

I really want a neon purple hair dye color but I can't find it anywhere. Can I use one of those mixer/toner things and lighten the colors? Most of the colors are too dark or don't have enough blue in them so I think if I lighten them maybe? I just want permanent neon purple dye! Thanks to all relevant answers
